i'm not sure how you arrived at the conclusion this mom caused her baby to be pepper sprayed. her husband had just gotten arrested, the people began to crowd in and they were noisy so the cop reacted. but you're saying he sprayed her / not the baby, and i'm saying what's the difference, obviously it got the baby too. she said she tried but was unable to shield the child, this stuff is airborne, and very potent. there have also been cases of cops tasing people who are holding their children.

like you said cops are responsible for their own decisions, so is the women, she is also responsible for the decision of keeping her kid there.
